Direct overseas sales: identify the responsible parties.

Distinguish sales through a Japanese importer from direct sales by an overseas business to Japanese consumers.

Start by mapping the actual sales and import flow, not by choosing a company name.

Framework effective 25 December 2025

Amendments to the four product safety laws introduced obligations for overseas businesses selling PS-mark products directly to Japanese consumers, including specified-importer notification, technical compliance and appointment of a domestic administrator. Procedures are not identical for every product or transaction.

Define roles from the actual transaction

List the seller, parties involved in import, inventory owner and Japan contact. The checks differ between importer-led trade and direct overseas sales.

  • Contracting seller and seller shown on the sales page
  • Import procedures and responsible parties
  • Product testing, labelling and document retention
  • Contacts for enquiries and product incidents

What to share when enquiring

Share company details, sales arrangements, shipping origin, stock location and product information. Ryuso's scope is confirmed individually; this article is not a blanket offer to act as domestic administrator.

Before you enquire

Start with the documents you have. Missing items can be identified during review.

  • Seller's legal name and country
  • Sales model for Japan
  • Shipping origin and stock location
  • Product name, model and power specifications
  • Japan contact and incident response arrangements

Frequently asked questions

Is a Japanese company name enough?

A name alone is not enough. Confirm the party's role and ability to fulfil the relevant obligations.

Does warehousing include a domestic administrator?

Storage and dispatch are separate from statutory roles. Using a warehouse does not by itself meet other obligations.
